There's a new online tool available to help apply for permits in flood zones

If you live in a flood zone and experienced damage from Hurricanes Helene or Milton, you still have time to apply for the required permits for repairs or rebuilding.

PASCO COUNTY, FL  —-  If you live in a flood zone and experienced damage from Hurricanes Helene or Milton, you still have time to apply for the required permits for repairs or rebuilding.  Pasco County has simplified the process with an online tool designed to help homeowners – who may not understand material and labor costs. This Substantial Improvement and Damage Tool guides you through completing the Substantial Improvement and Damage Package.  Once completed, you can bring the estimates to Building Construction Services (BCS) offices to process your permits. 

Be sure to complete your forms properly.  BCS is urging flood zone homeowners to comply with Federal Emergency Management Agency (FEMA) regulations. If homeowners do not comply, Pasco County will begin enforcing local ordinances, which may include citations and fines of up to $500 per day.

Why Compliance Matters: Following National Flood Insurance Program (NFIP) rules helps reduce repetitive flood losses covered by taxpayers and strengthens community resilience.  FEMA conducts regular audits to ensure adherence. Failure to comply could lead to:

  • Probation or suspension from the NFIP
  • Loss of access to federally regulated mortgages
  • Ineligibility for federal grants, funding, and disaster recovery assistance programs

If you haven’t applied for your permits or have started repairs without permits, don’t wait any longer.  Use our online tool to complete the necessary forms.

You can also visit the Substantial Damage Center at the West Pasco Government Center, Suite 360, 8731 Citizens Drive, New Port Richey.  Permitting technicians are available to help you navigate the recovery process.
